The Digital Inclusion Council (DIC) was established to provide strategic guidance and coordination for Rwanda’s national digital skills agenda. Its mandate is aligned with the sectoral skills councils under the Ministry of Public Service and Labour (MIFOTRA). While these councils coordinate skills development across various sectors of the economy, the Digital Inclusion Council specifically focuses on the ICT and digital economy sector, ensuring that digital skills initiatives are aligned with national workforce development priorities. Through this structure, the Council brings together government institutions, training providers, industry partners, and development partners to coordinate efforts and ensure that digital skills programs respond to both national priorities and labour market needs. To support the operationalisation of the Council’s mandate, a Programme Management Office (PMO) has been established. The PMO serves as the central coordinating unit responsible for the implementation and day-to-day management of the One Million Rwandan Coders (1MRC) initiative. Working closely with the Council and its thematic working groups, the PMO ensures effective collaboration across stakeholders, tracks progress across programs, and facilitates alignment between training initiatives, certification pathways, and employment opportunities. Through this coordination role, the PMO helps accelerate progress toward the national goal of equipping one million Rwandans with digital and coding skills.
